How much Financial Standing Do You Need for an HGV Operators Licence?

If you're applying for an HGV Operator Licence, one of the requirements you'll need to understand is financial standing.

Financial standing is not an application fee and it isn't money that you pay to the Traffic Commissioner.

Instead, you need to be able to demonstrate that you have access to sufficient financial resources to operate your vehicles properly.

So, how much do you actually need?

How much financial standing do you need?

The amount depends on the type of Operator Licence you are applying for and the number of vehicles you intend to operate.

For HGVs, the current financial-standing requirements are:

Licence type

First HGV

Each additional HGV

Standard National

£8,000

£4,500

Standard International

£8,000

£4,500

Restricted

£3,100

£1,700

These are the current figures published by GOV.UK and should be checked when making an application, as financial-standing requirements can be updated. (gov.uk)

Example

If you're applying for a Standard National Operator Licence for four HGVs, your required financial standing would be:

£8,000 + £4,500 + £4,500 + £4,500 = £21,500

That's the level of financial resources you would need to demonstrate.

If you were applying for a Restricted licence for the same four HGVs, the calculation would be:

£3,100 + £1,700 + £1,700 + £1,700 = £8,200

The difference is significant, which is why choosing the correct type of Operator Licence is important.

Restricted Operator Licences are for Operators who only move their own products such as Manufacturers and Supermarkets and don't move goods for hire & reward.

What does "financial standing" actually mean?

Financial standing is about demonstrating that you have sufficient resources available to keep the business operating properly.

The Traffic Commissioner needs to be satisfied that the operator has the required level of financial resources.

This is particularly important because operating a fleet of HGVs involves significant ongoing costs, including:

  • Vehicle maintenance

  • Repairs

  • Fuel

  • Insurance

  • Driver wages

  • Vehicle tax

  • Testing

  • Premises and operating costs

The financial-standing requirement is therefore intended to demonstrate that the operator has sufficient resources to run the operation properly.

How do you prove financial standing?

When applying for an Operator Licence, you may need to provide evidence of your available financial resources.

Depending on the circumstances, acceptable evidence can include things such as:

  • Bank statements

  • Overdraft facilities

  • Credit facilities

  • Other appropriate financial evidence

The exact evidence required can depend on the circumstances of the application, and the Traffic Commissioner can request further information if necessary. (gov.uk)

It's therefore important not to assume that simply having access to borrowing automatically satisfies every aspect of the requirement.

If you're preparing an application, make sure you understand what evidence you'll need before submitting it.

What if you want to add more vehicles?

Financial standing isn't just something you demonstrate when you first apply.

If you increase the number of vehicles authorised on your licence, you'll need to meet the financial-standing requirement for the additional vehicles.

For example, a Standard licence with:

1 HGV = £8,000

2 HGVs = £12,500

3 HGVs = £17,000

4 HGVs = £21,500

The same principle applies as the fleet grows.

If you're expanding your operation, you should therefore consider both your vehicle authority and financial standing before adding vehicles.

Our guide [When Does an Operator Need to Vary Its Licence?] explains some of the circumstances where an existing licence may need to be varied.

Is financial standing the same as the Operator Licence fee?

No.

This is an easy point to confuse.

Financial standing is the level of financial resources you need to demonstrate.

The Operator Licence application fee is a separate cost paid as part of the application process.

You may therefore need to budget for both.

For current Operator Licence fees, see our guide [How to Apply for an Operator Licence in the UK].

What about a Restricted licence?

Restricted operators also have financial-standing requirements.

For HGVs, the current figures are:

  • £3,100 for the first vehicle

  • £1,700 for each additional vehicle

A Restricted licence is generally used by businesses carrying their own goods, rather than carrying goods for other businesses for hire or reward.

If your business carries goods for customers for payment, a Standard licence may be required instead.

Choosing the correct licence is therefore just as important as demonstrating the correct financial standing.

What happens if you don't meet the requirement?

If you cannot demonstrate the required level of financial standing, your Operator Licence application may not be granted.

For an existing operator, financial problems can also become a regulatory issue if the operator is no longer able to demonstrate the required level of resources.

Financial standing is therefore something operators should continue to monitor rather than treating it as a one-off application requirement.

Applying for an Operator Licence?

Financial standing is just one part of the application.

You'll also need to consider your:

  • Operating centre

  • Vehicle authority

  • Maintenance arrangements

  • Transport Manager, where required

  • Licence type

  • Advertising requirements

  • Financial evidence

  • Ongoing compliance arrangements
